Neighbors Waited Anxiously Throughout Roseville Standoff

ROSEVILLE (CBS13) — While investigators are being tight-lipped about the negotiations that brought a peaceful end to a violent day, neighbors across the street from where the Samuel Nathan Duran was barricaded heard most of what happened.

Kenny Heaton says he watched as Duran jumped over fences, running from police.

"They were yelling at him and trying to keep up with him at the same time, and go through the fences," he said.

After Duran barricaded himself inside a stranger's home, Heaton says he could hear negotiators trying to get Duran to communicate with them.

"Trying to get him to turn on a light in the room, so they could tell he was alright and alive," Heaton said. "If he wanted to come out or not—one flicker to come out, two flickers for no."

Heaton says this went on for about three hours. When Duran refused to come out of the home, negotiators turned to Duran's family and asked them to help. Heaton says he could hear them begging the suspect to surrender.

"They brought his grandmother and his mom here, and they were on the loud horn as well, letting him know to come out," he said. "That they wanted him to live to another day at least."

Hours after Duran allegedly shot at officers, shutting down a Roseville neighborhood for hours, Kenny says he watched as the light turned on once—a sign Duran wanted to surrender. The suspect walked out 45 minutes later.
