Law Enforcement Familiar With Duran Well Before Friday's Roseville Shootout

ROSEVILLE (CBS13) – The man at the center of Friday's standoff in Roseville was on law enforcement's radar long before allegedly shooting an ICE officer.

Encounters with violent armed offenders like Samuel Nathan Duran are becoming more frequent for police.

"Gone are the days where you're just arresting somebody, and they are gone for several years," said Roseville Police Officers Association President Jerry Wernly. "They are coming back in fairly rapid fashion."

Before Duran wounded five Roseville Police officers and an ICE agent during Friday's shootout, police say they had been on the lookout for him for weeks.

According to court documents obtained by CBS13, he's no stranger to law enforcement. The 32-year-old has a violent criminal past, including arrests in the past five years for assault with a deadly weapon, attempted robbery, attempted carjacking, domestic violence and resisting arrest.

In 2009, Duran was sentenced to more than seven years in state prison, but was released on parole in 2012. That parole was revoked last July after a positive drug test.

Roseville's police union president says they're working with limited resources, and Roseville hasn't replaced officers who left during the economic downturn.

"I'd love for us to have twice as many officers as we have," said Wernly. "We just don't have the budget for it."

There's also concern that prison overcrowding is leading to more criminals being released early.

"Just goes to show that any one little incident might seem like nothing to begin with, but it can turn really ugly really quickly and change somebody's life immediately."

One officer is still in the hospital with a gunshot wound to the jaw. Nine officers have been put on leave for either being injured in the shootout, or participating in it.
