Alleged Roseville Serial Flasher Not Required To Register On Megan's Law Site
ROSEVILLE (CBS13) — A man accused of terrorizing a Roseville neighborhood by exposing himself in front of children is a registered sex offender, but does not appear on the Megan's Law website.
Gilberto Montoya, 66, is out on bond, accused of two felony counts of indecent exposure, and two counts of annoying a child.
But parents wouldn't know he was a registered sex offender.
Eric Pierucci's daughter is one of Montoya's alleged victims, and says he had heard warnings about him, but didn't know much, or why Montoya isn't listed on the Megan's Law website.
"I would not have even looked at this place if I'd have known," he said, "and we checked before we even put a bid on this house."
According to court records, Montoya pleaded guilty to two counts of indecent exposure in 2006 and was sentenced to 270 days behind bars.
He was also forced to register as a sex offender, but when you search for him online, he's nowhere to be found.
Dee Dee Gunther with the Roseville Police Department says Montoya's previous conviction only requires him to register with police, and not online.
"Some of the offenders are only known to law enforcement, and law enforcement monitors them to make sure they register every year.
The Department of Justice says nearly 25 percent of registered sex offenders are not listed on the Megan's Law website.
