SACRAMENTO, Calif. (AP) — Republican gubernatorial candidate Neel Kashkari is releasing his proposals to fix California schools, which include getting rid of the state’s complex education code and sending state funding directly to schools rather than districts.

The former U.S. Treasury official also wants to expand the number of charter schools allowed in California, a common Republican aspiration.

Democratic Gov. Jerry Brown has received widespread praise for restructuring the state’s school financing system to send more money to schools with the highest proportion of low-income students, English-learners and foster children.

But Kashkari says Brown’s fixes are merely tinkering in a school system that is failing minority students. Yet he offers few details on how he would execute his ideas or ensure that schools are accountable in their spending, teaching and testing practices.
