Man Accused Of Tying Up Woman, Using Rope As Leash

BANGOR (CBS13) – Authorities are looking for a man accused of a violent domestic abuse and kidnapping incident in Butte County.

The incident happened around midnight Wednesday, according to the Butte County Sheriff's Office. A man, 38-year-old Michael James Carter, is said to have shown up at a property along the 6200 block of Oroville-Bangor Highway, looking for his ex-girlfriend.

Carter's ex-girlfriend was not at the scene, however. Deputies say that Carter then targeted his ex-girlfriend's sister, telling her he would kill her if she didn't tell him where he could find his ex-girlfriend.

After saying that she didn't know her sister was, Carter is said to have tied the woman's hands, threw a rope around her, then took her to another home at the property.

Deputies say that Carter used the rope like a leash on the woman.

At the second home, Carter is said to have attacked two other women and a man. Carter continued to drag the bound woman around, forcing her to get into a car into the driveway, until the woman's father intervened.

Carter took off running when the father confronted him with a gun, deputies say.

Carter is still on the run and is facing kidnapping, criminal threats, false imprisonment and felony battery charges. He is said to be a bald white man, standing about 5 foot 6 tall and weighing about 130 pounds. Deputies say he could be driving a 2000 Lincoln Navigator with the California plate number 7BVP219.

Anyone who sees him is urged to call authorities.
