Police Searching For Grass Valley Child Reported Missing, Endangered

GRASS VALLEY (CBS13) — An endangered missing advisory has been put out for a missing child out of Grass Valley.

Khia Harwood, 4, was reported endangered and missing at around 2:20 p.m. on Tuesday. She is described as a Hispanic female, 3 feet tall and 38 pounds with long curly brown hair and brown eyes.

Harwood was last seen wearing a pink one-piece outfit with white flowers and black sandals.

The suspect is her custodial father, Brian Torrez-Harwood, 30. He's described as a Hispanic male; 6 feet, 1 inch tall; 170 pounds with black hair and brown eyes.

He was last seen wearing a black shirt, denim shorts and a black camouflage hat with a marijuana leaf on it. He has gauge earrings on both ears, a right cheek piercing and a Harwood tattoo on his left arm.

He was last seen driving a 2007 gray Cadillac sedan with a California license plate 6ACD628.

If seen, report it to the Grass Valley Police Department at (530) 265-7880.

According to the California Highway Patrol, here is the process of activating an Amber Alert

In order for the California AMBER Alert Plan to be activated, law enforcement must be satisfied the following criteria have been met:

  • It has been confirmed that an abduction has occurred, or the child has been taken by anybody including, but not limited to, parents and/or guardians.

  • The victim is 17 years of age or younger, or of proven mental or physical disability.

  • There is reason to believe the victim is in imminent danger of serious bodily injury or death.

  • There is information available that, if disseminated to the general public, could assist in the safe recovery of the victim.
