"Today is a great day for our city and our organization," said Sacramento Police Chief Sam Somers.

Somers says Tran is the figure shown in surveillance video stabbing Stone multiple times in the back.

Somers says the altercation started over a dispute over cellphone video.

"People like to use cellphones, people like to catch people in different situations, and there was people in one party that videotaped somebody else," he said.

Tran's Sacramento County criminal history includes 2008 charges for carrying a loaded firearm in a vehicle and drug possession. He served one year in a work furlough program and five years of probation.
