Another Motel Claims State Contractor Tried To Sneak Sexually Violent Predator Into Room

DIXON (CBS13) — It's a familiar tale for this sexually violent predator who was recently released from a state hospital—he comes to town, he stays a day, then he's kicked out.

Fraisure Smith's stay at the Dixon Motel lasted barely more than a day before motel owners kicked him out.

Motel owners say they were tricked by the state contractor in charge of monitoring and placing Smith. Similar to claims from Vallejo Motel 6 management, Dixon Motel employees say Liberty Healthcare workers rented a room in their own names without telling the motel that Smith would be staying there.

"Just like you two guys coming and you rented the room and after two come in, then the other guy's inside; actually, this is the criminal," said Pravinkumar Patel. "We had no idea."

He says the spotted Smith walking around on surveillance video, recognized him and kicked him out.

Nearly the same scenario played out days ago in Vallejo.

Dixon Mayor Jack Batchelor, who spent 25 years with the California Department of Corrections and Rehabilitation, calls the decision to release Smith as a transient abhorrent. It means the sexual predator goes from place to place with little or no advance notice.

Batchelor says he's been told Smith first resisted staying at the Dixon Motel.

"He wasn't satisfied with the accommodations there, so they took him to other motels in the city. All of those motels said they wouldn't rent to him so he acquiesced and went back to the Dixon Motel," he said.

And now he's on the move again.

"I hope every city where they try to put him will do the same thing Fairfield has done, Vallejo has done and now Dixon has done," Batchelor said.

According to the judge's order, until a permanent home is found, Smith is to temporarily stay at hotels and motels around Solano County. Liberty Healthcare has told Dixon no longer than five days.

As of Wednesday night, it's unclear where Fraisure Smith is now.
