Owner Of Blighted Sacramento County Property May Be Facing Criminal Charges

SACRAMENTO COUNTY (CBS13) — Years of unpaid code enforcement fees and penalties have people living near a problem property frustrated, but the owner could be facing criminal charges.

Gurbachan Singh owns the property near near the intersection of Elk Grove Florin and Gerber roads. One of the homes is already red-tagged, but it's the garbage around it and the stables that neighbors say house people instead of animals that could lead to criminal charges against him.

A CBS13 camera was there when Singh drove up on Monday. He told CBS13's Steve Large he was cleaning it up and the mess wasn't his.

"I'm a very good citizen," he said.

Sacramento County Code Enforcement records show Singh has racked up fines for years without paying. Now, the Sacramento County District Attorney's Office is investigating.

When pressed for answers on the possible charges, Singh would not answer and instead drove off.

Singh parked his car and walked onto the property line, but minutes later, an employee from the district attorney's office came holding a folder in his hand with paperwork for Singh. When asked if he was being charged, the employee would only say the paperwork was related to Singh's property.

Neighbor Farron Schmidt leaves nearby.

"I mean there's code violations all over this property," she said. "Gobs and gobs of code violations. And they never seem to get resolved. as soon as they tear down one building, another one goes up."

The unpaid county fees and penalties add up to more than $16,000.
