Woman Struck And Killed On Elkhorn Boulevard

NORTH HIGHLANDS (CBS13) — A woman was struck and killed in North Highlands on Tuesday morning.

The California Highway Patrol says the driver was going eastbound on Elkhorn Boulevard near Walerga Road when a pedestrian got in front of the car.

The CHP says the woman was jaywalking nortbound on Walerga Road.

Part of Elkhorn Boulevard closed because of the deadly accident.

    A lot of homeless drug addicts hang out at Walerga & Elkhorn and panhandle on the medium.

    I believe this to be Janice Carpenter who was a bipolar woman that used to live at the Red Square Apt complex. I personally watched her run out in front of cars as she danced. She was taken to jail because the sheriff was called for her doing just that 2 days ago. Only 3 weeks ago my friend in the same apartment had to slam on their brakes because she jumped in front of their car. And these are the times that I personally KNOW about.
