Prop. 63 Tightens Rules On Guns, Ammo, Increases Penalty For Gun Theft

SACRAMENTO (CBS13) — Proposition 63 is known as the "Firearms, Ammunition Sales Initiative Statute."

It would require individuals who wish to purchase ammunition to first obtain a 4-year permit from the California Department of Justice.

It would also require gun dealers to ask to see that permit before selling any ammunition.

In addition, Prop. 63 would increase the penalty for anyone possessing large-capacity magazines.

The proposition would also make it a felony if anyone steals a gun valued at less than $950—right now, that's considered a misdemeanor.

How much could it cost the state to keep track of ammunition sales?

Anita Lee from the non-partisan Legislative Analyst's Office tells CBS13, "It could increase costs in the millions of dollars depending on how it was implemented--those costs will generally be off-set by fees that are authorized by the measure."

Lee is referring to the "up to $50" Ammunition Permit Fee the DOJ will be allowed to charge for each permit given.

Who's pushing this Prop?

California Lt. Gov. Gavin Newsom wrote the language for Proposition 63.

Others supporting the measure include the California Democratic Party, the California Nurses Association, and Americans Against Gun Violence.

The "No on 63" group make the following arguments:

It would burden law-abiding citizens who own guns.

It would burden the court system.

And it's a waste of public resources and money.
