The Ceres Police Department said the 18-year-old victim went to the hospital on February 4 and reported being held captive and assaulted at the home of her boyfriend, 21-year-old Richard Garibay, since January 27.

The pregnant woman said Garibay became upset after discovering a message on her phone, and began beating her and threatening her with a handgun. One of Garibay’s friends allegedly suggested they should kill her and dispose of her body, and for the next week, they refused to let her leave.

The victim finally convinced the men to let her go on February 4 after her visible injuries had healed, and the hospital notified police about her injuries.

Garibay was arrested on charges of spousal abuse, false imprisonment and making terrorist threats on February 7 when he appeared in court on an unrelated matter. Police obtained a search warrant and raided his home, discovering stolen electronics, methamphetamine and a handgun with ammunition capable of penetrating body armor.

Investigators also arrested two men inside the home. Armando Osegueda, 20, was arrested for terrorist threats and accessory to Garibay’s alleged crimes, and 35-year-old Jose Osegueda was arrested for possession of controlled substances and other charges.

SACRAMENTO (CBS13) – It may be the first business of its kind in California: A new local company is offering the services of its narcotics-sniffing dogs to parents who fear their kids are doing drugs.

The business, Drug Dog Services LLC, says the sensitive noses of their trained canines can help locate secret hiding spots and track down many narcotics, including prescription drugs like Oxycontin.

“If somebody calls me, in the back of their mind they think their kids are on drugs,” said trainer Sue Watkins.

Teen drug counselor Jon Daily said the drug-sniffing business could be a powerful tool for parents in uncovering proof of an addiction.

“When kids develop a relationship to intoxication, they protect that relationship, and they will hid, con, manipulate and cover up to hold onto it,” Daily said.

In a demonstration, CBS13 hid three training aids throughout a home — a heroin-scent in a power outlet, Oxycontin-scent in a bathroom cabinet and methamphetamine-scent in a dresser drawer — and let Watkins and one of the company’s narcotics-certified dogs, Julia, hunt them down.

She centered in on the power outlet in just over two minutes, directed Watkins to the bathroom cabinet at the four-minute mark and then zeroed in on the dresser drawer, finding all of the objects in six minutes and 36 seconds.

Julia doesn’t always work that fast, Watkins said. “It depends on how much scent is in the house. It could be that she spends a lot of time where there’s lots of scent, and then she has to find the golden egg,” she added.

The search is designed to be non-confrontational — the suspected addict can’t be at the house — and the company charges about $100 for the search.

Oklahoma City Thunder head coach Scott Brooks joined Grant on the show today.  He talked about coaching a young, talented Oklahoma City team, and dealing with all of the different personalities on the team.  He also talked about his approach to the condensed season, along with growing with such a young team.

Kenny Albert from Fox Sports was on with Grant today.  Kenny was on the international broadcast of the Super Bowl and talked about what that entailed.  He also talked about the game, and teams unexpectedly making runs to the Super Bowl.

Today on the Grant Napear Show, the Sacramento Kings were the main topic of conversation.

While Grant talked a little bit about Super Bowl XLVI, he took calls about the Kings new arena, as well as the NFL.  Grant interviewed Kenny Albert and Scott Brooks.

The Durham family bought a 1996 Honda, but the car that’s in their name is a 1994 Honda that was sold from the same dealership around the same time. The family has been trying to fix this since September, so what’s the holdup?

Running a daycare out of her home, Robyn Durham says she doesn’t have time to deal with three parking and toll tickets that aren’t theirs.

“My son had turned 16 in June and he wanted a manual car. So, we took our time trying to find him one,” says Robyn.

After buying the Honda from Bay City Motors in San Leandro in July the tickets started coming.

“We were at Folsom Lake for a family party and got a ticket from the bay area,” recalls Robyn.

She says the dealership admitted it mistakenly switched the paperwork with another car sold around the same time. But even after Robyn tried to fix it by filling out new paperwork for the dealership, it still isn’t fixed.

“I’m tired of being responsible for this. This isn’t my job. You need to do this,” says Robyn.

“I’ve never heard of this happening. It’s highly unusual,” says Phil Reed of Edmunds.com

Reed says before sealing the deal on a car you have to double-check the documents.

“Most people are focused on price, but it’s also extremely important to make sure that all of the details of your vehicle, and that would be the vehicle identification number, are correct and in the right place,” says Reed.

We called Bay City Motors to see what’s taking so long to fix this. They tell us the customer who bought the other car involved is unresponsive and has not turned in the documents to correct the problem.

But we got the DMV involved. The dealership then sent in the Durhams’ paperwork and the DMV made the switch, even without the other car’s papers.

“That’s great, it’s resolved. That’s what I’m looking for,” says Robyn.

The DMV says it will also work to get those tickets out of the Durhams’ name and to the driver who really got them.

SACRAMENTO (CBS13) – Undergraduates studying for science degrees at Sacramento State are becoming increasingly frustrated with cuts that make it nearly impossible to graduate on schedule.

Degrees in scientific fields have proven to be among the most valuable during the economic downturn, but Jennifer Lundmark, the department chair of Biological Sciences, says things have “gotten extraordinarily bad here” for students.

Students have to fight for space in a dwindling number of classes that are offered less often, with fewer seats available in each session. The school normally hopes for students to graduate on a five year plan, but now it typically takes six years or longer.

“The faculty are really upset about this,” Lundmark said. “They are literally putting every body they possibly can into a room.”

In Lundmark’s department along, a third of the 1,500 students can’t even get into introductory classes, she said.

Undergraduate students studying at a California State University are now paying an annual tuition of $5,472, more than three times what CSU students paid a decade ago. That figure does not include room, board or campus fees.

Bank of America, JPMorgan Chase, Wells Fargo, Citibank and Ally Financial agreed to the settlement, with up to $25 billion for lowering homeowners’ mortgage principal, refinancing, a reserve account, and checks to homeowners.

The settlement grants immunity from civil lawsuits brought by state attorneys general against the lenders over narrowly defined “robo-signing” cases.

The source, who was not authorized to disclose the agreement before an announcement expected Thursday or Friday, says it will enable authorities to pursue all claims over mortgage-backed securities and lets them use facts from robo-signing claims in securities, insurance and tax fraud cases.

The filmmakers said Wednesday that Schwarzenegger has signed on to star alongside Stallone in the prison-break adventure.

Schwarzenegger previously had a cameo in Stallone’s action hit “The Expendables” and also appears in its upcoming sequel.

“The Tomb” will feature Schwarzenegger as an inmate opposite Stallone, who plays the designer of a master prison forced to escape from his own jailhouse. Directed by Mikael Hafstrom, “The Tomb” begins shooting in Louisiana this spring.

Schwarzenegger is just finishing work on “The Last Stand,” his first starring role since returning to acting after serving as California’s governor.

The decisions, contained in a report released this week, drew criticism Wednesday from victims’ rights group.

After a little more than one year in office, the Democratic governor has allowed about 80 percent of the decisions by the state Board of Parole Hearings to free convicted killers.

Former Gov. Arnold Schwarzenegger, a Republican, allowed about a quarter of the recommended paroles to stand, while former Gov. Gray Davis, a Democrat, allowed just 2 percent.

A victims’ group says Brown has allowed 331 murderers back on the street. A spokesman for the governor says he considers public safety, parole board recommendations and recent legal decisions in making his decisions.

Dan Pellissier, president of California Pension Reform, said Wednesday the group could not raise enough money to mount a petition-signature drive. A successful drive typically requires at least $2 million.

He blamed unfavorable language issued by the office of Attorney General Kamala Harris, a Democrat.

Pellissier said the “false and misleading title and summary” made it nearly impossible to gain voter support, even though pension reform is popular with Californians.

The group submitted two measures that qualified for signature gathering. One would have put new public employees into defined contribution plans, while the other would have put new workers into a hybrid plan that blends pensions with a 401(k)-style system.

CISCO GROVE (CBS13) — Three North Highlands area men were caught stealing copper wire from a Caltrans traffic advisory sign during the early morning hours Tuesday, according to the CHP.

The suspects were taking copper wire from the advisory sign on westbound Interstate 80 west of Cisco Grove when two CHP officers located their vehicle in the area and arrested them without incident.

The suspects were identified as Herb Henrikson, 29, John Paulin, 46, and Justin LeBoutheller, 31, all from the North Highlands area. They had the stolen copper wire in their possession and the tools used to remove it, the CHP said.

All three were booked into the Wayne Brown Correctional Facility in Nevada City.

“Not only are the costs associated with replacing the stolen wire and repairing damaged equipment a great expense to California taxpayers, these criminal acts also comprise public safety,” said CHP Lt. Commander John Arrabit in a press release announcing the arrests. “We’re taking these crimes seriously. Copper thieves will be caught and prosecuted.”

The arrests follow a joint effort between Caltrans and the CHP after several Caltrans electrical boxes in the area had been stripped of copper wire recently.

Auburn Police officers responded to the 1500 block of Mary Jane Court at about 4:17 a.m. on Tuesday after receiving two 911 calls of a domestic disturbance in progress.

An investigation determined that the suspect, 29-year-old William Bryan Jr., got into an argument with his wife of six months that escalated to the point where he allegedly pushed her down a set of stairs. He then allegedly vandalized her car parked in the driveway and cut of power to the residence from the breaker box outside.

Bryan then reportedly kicked open the front door, which was locked, grabbed a knife and chased his wife around the house and then outside, where she hid.

A detective located Bryan’s car parked at a residence at Park Drive and Galena Drive in Auburn and found him hiding inside. He was placed under arrest and booked into the Placer County Jail for assault with a deadly weapon, felony vandalism and a parole hold.

Sacramento Police officers responded to the area of Clay and Sonoma streets after reports that a gray or green Lexus being pursued by the CHP crashed and two occupants fled. A perimeter was being set up, according to police spokeswoman Officer Laura Peck.

The only description police had was that one suspect is a Hispanic male wearing a purple shirt.

The elementary school is in the Twin Rivers School District. The name of the school wasn’t immediately available.

The team announced Wednesday that Saunders will be on new coach Dennis Allen’s staff in 2012. Saunders was offensive coordinator under Hue Jackson last season.

The Raiders had previously hired Greg Knapp to be offensive coordinator even though Saunders was still under contract.

Saunders has spent the past 29 seasons as either a head coach or assistant in the NFL. He won a Super Bowl as receivers coach in St. Louis in 1999 and has been to the playoffs 15 times.

SACRAMENTO (CBS13) — Fog replaced the rain for morning commuters on Wednesday, and more of the patchy stuff is expected the rest of the work week.

Wednesday morning visibility was extremely limited, less than a quarter of a mile in some spots.

“It was pretty dense, hard to see a couple feet in front of you,” truck driver Luis Castaneda said. “Had to keep it slow, very slow.”

Early on in Stockton on Interstate 5 near the Crosstown Freeway, traffic slowed for a three-car crash.
Officers gave one of the drivers a field sobriety test as cars crawled by.

Later, a pickup truck overturned near the same spot. The driver had minor injuries. Although the fog hampered visibility, the CHP doubted it played a factor.

By late morning the sun was shining brightly in Sacramento and the Wednesday high was expected to reach 62 degrees, but the fog will creep back into the valley at night, according to the National Weather Service.

The forecast calls for dense fog Thursday morning and patchy fog Friday morning before 10 a.m.

Partly cloudy skies are forecast for Saturday and there’s a chance of showers on Sunday.

The iconic 1960′s band is slated to perform with Foster the People and Maroon 5.

The right lanes were blocked on northbound I-5 just south of Garden Highway after the crash involving eight to 10 vehicles, which happened shortly before 10:30 a.m., according to the CHP incident website. All lanes were reopened by 11:15.

One car sustained extensive rear-end damage but the others appeared to be operational, according to the CHP.

Debris in the roadway reportedly caused vehicles to swerve and started the chain-reaction crash.

No one was seriously hurt in the accident.

Ogan Gencer

Ogan Gencer, 20, of Roseville is being held in the Placer County Jail on $50,000 bail on suspicion of robbery, burglary (entering a building with the intent to commit a felony) and making a false report of an emergency, police said.

Gencer allegedly entered the Wells Fargo at 8850 Sierra College Blvd. at about 10:10 a.m., gave a clerk a note demanding money and left the bank on foot with an undisclosed amount of cash.

An initial search of the area didn’t turn up anything, but detectives followed up leads, including the bogus 911 call, and tracked down Gencer in Folsom, where he was arrested.

Police say the elderly woman reported that her home had been burglarized sometime between October 29 and November 4 of 2011. Several items were taken including her ATM card.

On November 4, two while men were caught on surveillance cameras using the stolen ATM car at the AutoZone Store on Geer Road.

Police have been unable to identify the men.
