Man Who Hung Swastika Flag In Window Arrested For Violating Restraining Order

SACRAMENTO (CBS13) – A man who hung a Swastika flag in his front window in an attempt to prevent his neighbors from renting out their home has been taken into custody by SWAT officers after repeatedly violating a restraining order against his neighbors, according Sacramento police.

Officers took Joe Ongaro into custody just after 7 a.m. this morning at his U Street home. 

Ongaro was booked into the Sacramento County Jail on two misdemeanor counts including vandalism and disobedience of a court order.  He's being held on $30,000 bail.

Back in January, Ongaro hung a swastika flag in his front window when his neighbors, Jolane and Chet Davis, attempted to rent out their home.

The Davis' said they were renting their home after years of being harassed by Ongaro.

Jolane Davis told CBS13 News in January that Ongaro began harassing her family two years ago when he became upset with contractors remodeling Jolane's home on U Street in midtown Sacramento.

She says they filed a restraining order against him after he poured acid on her husband's car, tore out surveillance cameras and even poisoned their dog.

She believes the swastika flag was simply a way for him to scare away renters.

"Now everybody is experiencing what we've been going through for years," said Jolane Davis.  "It just feels like an unbelievable situation that just has had no end."

The Davis' are also suing Ongaro for emotional distress.
