Before Rancho Cordova, Nakamura held the city manager post in Chico. He resigned on May 28, 2014. Chico Mayor Scott Gruendl told the Chico News & Review Nakamura’s rapidly changing employment—now 11 positions in 22 years—was a concern when he was hired. However, Gruendl praised Nakamura’s cutting of city government and removing people in management who didn’t get the job done.
