Roseville Families Concerned Alleged Serial Flasher Could Expose Himself To More Children

ROSEVILLE (CBS13) — Families are concerned now that a man accused of repeatedly exposing himself to children is out of jail a day after police arrested him yesterday.

Neighbors CBS13 spoke to on Tuesday say 66-year-old Gilberto Montoya has been terrorizing children in their neighborhood—standing in his yard staring at children, most of the time with his pants down.

"I looked over and saw him standing there, and he was touching himself," said a 14-year-old. "There was another time when his shorts were down to his knees and I saw everything."

Montoya is out on bound, but wasn't apparently home when CBS13 cameras came by. He's charged so far with two counts of indecent exposure and one count of annoying a child.

The 14-year-old's mom says it's been going on for some time, keeping her kids close to home.

"I don't let them go and ride their bikes around the neighborhood when he's around, or I have to be with them," she said, "because it is very disturbing. It's scary."

Eric Peirucci's 16-year-old daughter reported she had the unfortunate occasion of seeing Montoya staring at her from his yard and exposing himself. Periucci insists it's been going on for too long, concerned that the alleged behavior could escalate, especially with an elementary and middle school close by.

"The cops would sit there telling us he's a nonviolent offender, so he ain't on Megan's, and I don't care if it's not violent," he said. "It's for the fact that once incident could make it a violent moment."

Neighbors are hoping at the end of the case against Montoya that he will have to register as a sex offender.
