Former Nevada County Supervisor Facing Charges After Child Pornography Investigation

GRASS VALLEY (CBS13) — A former Nevada County supervisor accused of looking at child pornography now faces misdemeanor charges.

Investigators looking into Supervisor Terry Lamphier in October after concerns were raised in a letter. That didn't stop voters from electing him to the Grass Valley City Council in November, and many said they didn't believe the allegations were real.

Lamphier isn't commenting on the charges filed against him, but people in the community are.

"On paper he seemed like a good representative of the community," said resident Jordan Price.

He's changing his mind after the district attorney filed three misdemeanor charges against Lamphier after an investigation involving child pornography.

The complaint obtained by CBS13 alleges three violations of having, or possessing digital obscene images of a person under 18.

"Working with our IT people, we were able to determine within fairly short order that there had been sites of young girls that were accessed," said Sheriff Keith Royal. "I looked at the pictures, [the children] looked 6-10 years [old], and there were nude pictures."

Residents at the time of the case back in October thought it was dirty politics before November's election.

Investigators seized Lamphier's work computer and issued a search warrant for his home. During the investigation, he won a seat on the Grass Valley City Council.

Lamphier didn't return CBS13's calls on Monday, but has said in the past he has not knowingly clicked on, visited or downloaded any inappropriate material from sites.

Lamphier will be arraigned on Feb. 9. He will be sworn-in to the City Council on Jan. 5.
