Orangevale Man Faces Child Porn Charges; Girls Reported Him Taking Pictures Of Them

ROSEVILLE (CBS13) - Police are thanking the teens who spoke up and reported a suspicious man with helping them catch a child porn suspect.

The case dates back to June 20, when a group of teen girls flagged down a Roseville police officer. Police say the girls saw a man taking photos of them at a restaurant without their permission.

Officers talked to the man, identified as 54-year-old Frank Robert Winslow, and were able to look into his phone.

Hundreds of pictures of girls between the ages of 6 and 18 were allegedly found on Winslow's phone, officers say. The photos were not explicit, officers noted, but it appeared that Winslow had an inappropriate interest in young girls.

Winslow was arrested on a charge of suspicion of annoying a child.

Acting on a search warrant, officers later raided Winslow's Orangevale home and seized his computer. Inside the computer, police say they found a large cache of child pornography.

Monday, Winslow turned himself in to Placer County Jail. He is now facing child pornography charges and is being held on $75,000 bail.
